Our primary arena is military and federal contracting; we also serve as prime for state, city, local, and private engagements. Specialist subcontractors perform the work in the field; Keystone manages the contract, controls quality, invoices the client, and answers for delivery. One contract, one accountable prime.

Keystone was founded by a Marine Corps veteran. Serving the department that serves veterans is not a market segment for us — it is the mission we organized around.
Vets First, In Plain Terms
Under the Vets First Contracting Program (38 U.S.C. § 8127), the Department of Veterans Affairs is required to put veteran-owned firms first when it buys — ahead of every other small-business category. The VA sets work aside for verified veteran-owned small businesses and can award certain contracts sole-source. It is the strongest veteran preference in federal contracting, and it exists so firms owned by the people who served get a genuine first look.
Where Keystone Stands — Honestly
Keystone Federal Group is a veteran-owned small business. Our SBA VetCert application for formal VOSB certification is in progress — we describe ourselves as veteran-owned and certification-track, and we will not call ourselves certified until the SBA says so. Once certification lands, Keystone is positioned to compete for VA set-aside and sole-source awards as a prime.
Where the VA sets work aside specifically for service-disabled veteran-owned firms, that lane belongs to those firms. Our play there is teaming: Keystone performs as a subcontractor under service-disabled veteran-owned primes — supporting their awards while we build the record to prime our own.

Keystone is headquartered in San Bernardino, California — inside VA VISN 22, the Desert Pacific Healthcare Network, covering Southern California, Arizona, and New Mexico. The VA's transportation demand in our home region is constant and practical: patient and wheelchair transport between facilities and appointments, medical courier runs for labs, pharmacy, and sterile processing, and shuttle services moving veterans and staff across large medical campuses. That is precisely our flagship lane, in our own backyard — with the bench and management model to cover it.

CEO / President & Managing Member
U.S. Marine Corps veteran, honorably discharged. Maurice holds majority ownership and final authority at Keystone Federal Group. His service sets the company's standard: the mission gets done, the paperwork is straight, and nobody gets left holding the bag.
Terrance Vidaud
COO / VP of Operations
Terrance runs day-to-day operations — opportunity pipeline, subcontractor bench, bid production, and contract administration. He is the government's point of contact for execution: the person who answers, tracks, and delivers.
Company status: Keystone Federal Group, LLC is in formation, with SAM.gov registration and SBA VetCert VOSB certification in progress. We publish our status plainly and update it as each milestone lands — we would rather show you exactly where we are than dress up where we are not.
